ChandlerKBS, the infrastructure division of Cumming Group, was commissioned to provide strategic risk management services to establish a permanent solution to the procedure used by Kent Police and Highways England to queue traffic on the M20 in the event of disruption from adverse weather, industrial action or events at the Port of Dover and the Eurotunnel.

The solutions being considered included the construction of lorry parks and technology based solutions to divert and manage the flow of traffic. The proximity of the M20 to major ports, areas population and areas of outstanding natural beauty were key constraints.
